IL: incorrect IL 159 routing in Edwardsville

Since at least 2007, IL 159 has used Plum Street south of downtown Edwardsville. This requires the following changes:
US 66hischi/143/157: IL159_S -> BucSt
143: IL157_S -> IL157/159
159: IL157_S -> IL143/157, delete IL143/157, possibly add TroyRd south of town
