perpe: Peru Red Vial Nacional

Peru is now live in preview. A lot of details are in the readme.

The one unresolved issue is how to deal with temporary routes. In effect, there are three levels of routes: national, departmental/regional, and local/rural. Sometimes a route in one network is reclassified temporarily (literally "de manera temporal") as a new route in another level for funding purposes. These show up on official maps (here with blue shields and a blue highlight) and are often signed better than permanent routes (in Peru, signage usually means you find the number engraved in each km post).

There's exit numbers in Cusco as well lol (remember taking a pic in 2017, found the closest location to where I was). https://www.google.com/maps/@-13.5524144,-71.8843325,3a,22.2y,293.37h,96.71t/data=!3m6!1e1!3m4!1ss-dGEt-UXeI7RQU0ifOAxw!2e0!7i16384!8i8192?entry=ttu

Interesting. I've added it to persf despite not being a full freeway. Numbers increase from 1 to 5 westbound and 6 to 8 eastbound. Several Lima freeways do something similar, but they increase from 1 at both ends so are not useful for identifying interchanges.

Apologies to those who have mapped their travels; I corrected the route names to drop incorrect leading zeroes from 1, 3, and 5.

I was wondering if that was intentional lol.
