What works:
- usanyp default
- Beltway 8
- AtlBriCon
- Most of the usanyp shields
What doesn't work:
- Meadowbrook Pkwy
- Niagara Scenic Pkwy family
- usaar Marine Fuel Tax family
Of the stuff that doesn't work, everything is behaving the same (except for AR956-1, where I made a typo in the file name

): only showing a small part of the top left corner as if the shields are way too big. Not sure what is causing that.

The LaSalle no longer uses the square shield. Now it has one more similar to the parkways. I have an imperfect PNG on my website., which last I checked, is the only online version of the new shield outside of photos/street view.
That's the one I made (the "new" one), since the one on Wikimedia Commons was the green square with text (the "old" one). I was referring to the new one using a square, 2-digit shield blank as unique.
Incidentally, how can a highway shield have a copyright issue?
That's a great question. Whoever uploaded the neutered NYC parkway shields seemed to think so.
Your post mentioned "Cases 2 and 5 need further discussion.", but Case 2 is parkways that already have the proper shields on TM, so i don't see why that would require further discussion.
To be fair, this could have been a lot more clear if this forum was on SMF 2.1 like AARoads and had the "quote selected text" function.

Regarding Case 3, I had the same question about how signs could be copyrighted. A shield for the Jackie Robinson parkway on TM without Jackie Robinson's picture would be disappointing to say the least. Re Case 5, I agree with you that the NYS shield would be appropriate.
usakyp could potentially be an issue due to the state tourism logo on the bottom. I suppose I could strip that out, but as you mentioned with the NYC usanyp shields, they wouldn't look right without the artwork. Now I'd argue, especially in the usakyp case, that we would be giving them free advertising, given the nature of this site, but I'm not sure how everyone else feels. Unfortunately I can't find any SVG's of the NYC usanyp shield with artwork though...
