VA: US 17 at Celebrate Virginia Pkwy

I am recommending that a point is added on US 17 at Celebrate Virginia Pkwy in order to rectify the slip ramp from US 17 NB that I did not notice until now.

I presume that this was built as part of the US 17 Widening to 6 lanes here about five years ago or so.

Ramp was built about 2005, a decade before the 6-laning occurred
