FRA-GES: Autoroute downgrades

There are some announcements about autoroute downgrades in Alsace departement.

A340 was downgraded to D1340 in March 2021. It was changed on OSM but not (yet) on wikisara. I've implemented the change now: https://github.com/TravelMapping/HighwayData/pull/4959

A4, A35 and A351 should have been downgraded to M4, M35 and M351 according to wikisara and an announcement but only A351 was changed on OSM. It was said that the downgrade is in combination with the opening of the new A355 Strasbourg western bypass which is due to open at the end of 2021 (or at the beginning of 2022. I need more evidence first. Keeping the autoroutes as-is for the time being.

I've field-checked it today. A4, A35 and A351 - and N353 which I've already changed to M353 - are still signed while "all" D route signs (I've seen) have been replaced by new M route signs. Mile posts still show the "old" black on yellow D routes.

The article already uses the M designation M35 and M351. OSM also indicates M35 and M351 now. Wikisara also indicates M designations but calls the concurrent segment of former A4 and A35 M4, not M35.

Changed. E25 is also routed via the bypass: https://github.com/TravelMapping/HighwayData/pull/5444

E52 (which ends at the former E25 / A35 autoroute) is still signed on 2021 GSV but I have no idea if it was extended to the bypass or not. OSM also indicated M1004 on concurrency but only (outdated) N4 is signed. The segment (like other routes through the city itself) seems to be not a M route according to the maps of the departement published a year ago.
