GA: GA 28, GA 139, and GA 146 Point Concerns

GA 28:  The shaping point between I-20 and BroSt should be replaced by a visible point at Eisenhower Dr (EisDr). 

EDIT (3-5-2022):

GA 139:  Maybe replace the shaping points with visible points near Sullivan Rd and Embassy Dr.

EDIT (3-8-2022):

GA 146: 
1.  Remove or replace the shaping point east of US 27 with a visible point.
2.  Replace the shaping point southwest of I-75 with a visible point at Dietz Rd (DieRd).
