ROU: Satu Mare bypass opened

It was opened today. OSM suggests the southern segment being DN19F, and northern segment should be DN19H.

Should come with the next update. Apparently the whole route is DN19H.

I've renamed DJ194's southern wp label and realized that DJ194 is on concurrency with DN19H from "DJ194_S" to "BlvdClo". DN19H's wps should be renamed to "DJ194_E" and "DJ194_W", and DJ194 needs the "BlvdClo" / future-"DJ194_W" wp.

There was a DL error for DN19. I've fixed it by using the same concurrent label from E671: https://github.com/TravelMapping/HighwayData/pull/6119
