DEU-BB: L86 downgrade south of L92 (2023-04-01)

L86 (Ketzin) from L92 to the ferry terminal is announced to be downgraded to local administration from 2023-04-01. It was possible to raise concerns till early October but I have no info about it. There is usually another announcement about the actual downgrade. Likely in late March 2023.

btw: I just realized that L86 is not split at the ferry. Will be done with the next site update
