WY: I-90 Exit 61?

Should this even be considered an exit?  Yes, it looks like it's been graded for ramps, but it doesn't look like it was ever officially opened as an exit.

Well, if anything the number should be 63 based on the mileposts.

So this provides access to a parcel of state-owned land, but really serves no other purpose. There's also "AUTHORIZED VEHICLES ONLY" signs on the "offramps". Should I leave this point in as something, since one could theoretically turn around (or go to the state land, shoot an antelope, then leave the same way)? Or should I just get rid of it, since nobody's using it?

If nobody is using the point and it isn't a legal place to leave the freeway or even turn around, I'd support removal.
