AL: US-411 in Centre

So, taking a look @ GSV here, there's 0 signage for a business route for US-411 here.  It's just signed as US-411 mainline.

As for the 'bypass' that we currently have US-411 along, it seems they really consider it as a 'Truck route'.

Based on the signage, I'd recommend removing US411BusCen and placing mainline US-411 along it.  And then place a US-411 Truck route along the bypass instead.

I was actually looking at that earlier today and the signage of Truck vs. vanilla on the bypass is inconsistent (SB 68 has it vanilla, for example).  So I'm going no-build for now.

I will reevaluate when/*IF* ALDOT submits a request to AASHTO for moving the mainline.
