NY: Truck 25 on Long Island

I am curious why Truck NY 25 is not included as a clinchable route in the database. It is well-signed all along the route I followed between Orient and Mattituck this weekend. If this has been discussed before, please point me to the discussion (I don't see anything with a search).

Okay, what I am getting is that it's because the state transportation agency doesn't consider the signage to be official on their level?
