KY: various new and decommissioned highways

I was taking my mostly yearly look at KYTC's data logs and maps for changes, and have a few that need to be dealt with here.

First, quite a few short routes in Harlan county have been decommissioned as of April 2022. The ones in the HB are KY2424, KY3015, KY3124, and KY3125. I was checking GMSV and recent coverage shows the signs have been removed, too. Also, KY3455 has been truncated to 0.089 miles, which puts its end just on the other side of the bridge.

Second, there are a couple of newer routes but I am unsure if they are signed. KY2257 is essentially old KY90 through the town of Eighty-Eight (SE of Glasgow), as a KY90 bypass was recently built. Also, KY1018 is a recently constructed route in western Madisonville from US41A to Bean Cemetery Rd; it looks to be a 0.290 mile southern extension of Baldwin Dr. Might be a bit before I get to these places, so if anybody else wants to scout them out, have at it.

Thanks for the report, and for going through the route logs. Would you call this a comprehensive list, or are you still investigating? I was planning on doing the same in January, but if you're done, my sincere thanks for saving me a lot of work.

I would say it's fairly comprehensive, but not without some potential oversights or faults. My main methodology is to check each county log to see if it's been updated in the past year, and if so, then go through the latter part of the log which has the dates routes were updated. I can normally find new routes or decommissioned routes easily (although I'm surprised I didn't catch the Harlan County routes last year), but bypasses and the like can slip through, as maps and logs aren't always updated together, or mileage differences might not be significant enough to investigate further. So it's comprehensive, but not necessarily completely exhaustive.

That's how I handle it as well. It seems like the updated logs aren't always added immediately, so that might explain the surprises in Harlan County, which escaped me as well. Sometime next month I'll do another quick review and see if anything else shows up.

Forgot to mention: KYTC imagery shows that 2257 is signed, but (so far) 1018 is not. Also, I caught the typo in yesterday's commit and just submitted a fix.

Gonna quickly throw this into this thread, but should we remove the 'KY3490' mention on US-27/KY-8?  I looked thru historical GSV at that intersection, and can't find any posted shields back to Aug '07 or find any shields along the route.  If we want to keep the point, recommend just reverting to 'JohHillRd' in both routes.

Also, on KY-2238, the 'GibLn' point needs re-centered.  They built a new bridge over the creek there, and thus realigned the road to the east a little bit to be 100% noticeable.
