IC1:
Fine

IC2:
wp @ http://www.openstreetmap.org/?lat=39.446384&lon=-8.951465
2(A19) --> A19(2)

Are you sure about the northern end? GSV shows "IC2" at A1 exit 20 but I couldn't find signs on IC2 itself. GM indicates N1 as IC2, OSM only partially

IC3:
Fine

IC4:
Fine

IC5:
Fine

Generally, Si, what do you think about
- moving prtip from tier 4 to tier 2 (e.g. similar to luxb),
- moving prtic from tier 5 to tier 4 and
- a new prtn tier 5 system (it's signed best compared to prtip (worst) and prtic)?

IC6:
Fine

IC8:
Exceeds limits b/n exit 35 and 36

IC9:
Fine

IC10:
EN3 --> N3, because you usually used N instead of EN

IC12:
EN234-6 --> 1
ER230 --> R230
EN337 --> N337
EN234 --> N234

IC13:
ToN245 --> N245_N
N245 --> N245_S
N532 --> N369

IC14:
Are you sure that it's signed? OSM and GM don't indicate it. I've checked some signs on GSV but couldn't find any sign with IC14...

IC15:
Fine

IC16:
I think OSM, GM and GSV don't have numbered exits

IC17:
It seems that the exit numbers have been changed, the first exits are +1, exit 9 has no number at all...

IC18:
Are you sure that it's signed? GM does partially indicate it but OSM doesn't indicate it. I've checked some signs on GSV but couldn't find any sign with IC18...

IC19:
9A --> 10 according to OSM, GM and GSV
10..13 --> 11..14

IC20:
EN10 and EN10-1 --> N..

IC21:
N10-3 --> 4
5 http://www.openstreetmap.org/?lat=38.656414&lon=-9.055390

IC22:
3 --> N250
4 --> A9

IC23:
IP1 --> A20?
exit 27 should be moved to the "Avenida da Boavista" bridge

IC24:
Are you sure that it's signed? GM does partially indicate it but OSM doesn't indicate it. I've checked some signs on GSV but couldn't find any sign with IC24...

IC25:
Are you sure that it's signed? OSM and GM don't indicate it. I've checked some signs on GSV but couldn't find any sign with IC25...

IC27:
No numbered exits according to OSM, GM and GSV...

IC28:
6 --> 5

IC29:
It seems to be partially signed only

IC30:
Why exit numbers with "(A16)"? You haven't done it for the other concurrent routes!?

IC32:
It seems that the exit numbers have been changed, e.g. exit 11 is 3 and exit 12 has no number at all...

IC33:
Fine

IC35:
I think it's signed N224 only.
If you find any sign, the wp labels should be changed: EN234-6, EN337, EN234 --> N..

IC36:
Are you sure that it's signed? GM does partially indicate it but OSM doesn't indicate it. I've checked some signs on GSV but couldn't find any sign with IC36...

Please consider to make the modifications to concurrent routes too.

btw: A38 has EN10 and EN10-1 wps (both in use), A13 EN3, A13Tom EN17, A31 EN110-2, EN1_S, EN111-1, EN336, EM537 and EM537-2, A34 EN237 and EN1, A35 ER230
