MO: MO94/MO364 Concurrency broken and exit numbers

Please forgive the cross-posting with GitHub from a year ago, but I noticed that the MO maintenance is handled here instead of there.

The concurrency is broken between MO94 and MO364 between the eastern split and Woodstone Drive (Exit 11A). It is broken because MO94 does not have the point OutRd (Exit 11B) on it.

Also, MO364 has exit numbers along its entire length. Wikipedia has a list that seems to be accurate, although I can only personally confirm 8A through 20. Google and OSM are both updated with the correct numbers through this section, as well. Exits 11A and 11B are signed separately and appear to be different interchanges. As a note, Kisker Road/Central School Road interchanges are signed as 9A eastbound and 9 westbound. At first I thought they should be collapsed per the one-point rule, but they are slightly more than a half mile apart, and we currently have points for both in the HB.

I can add the point to MO 94.

IIRC, the guideline was that a non-interstate with exit numbers should still use street names instead of numbers except maybe some with special circumstances. I see that 364 is now a fully-controlled-access route, but it's still a state route.

Originally I think that was the case. But, exit numbers have been used on state highways since before we transferred over to this site. A few examples include M-53 and M-14 in Michigan and SR2, SR11, and SR315 in Ohio. I don't think we've gone back and changed much along the way, but there is precedent. I can't think of a US highway that has included them yet, but I know it was talked about.

I have submitted new files for MO 364 and MO 94 that use MO 364 exit numbers. All waypoints not in use have been deleted; those in use are hidden.

Slightly off topic, but US 20 in Idaho does as well as US 95 in Idaho (where applicable).

As well as US 101 (about 450 newly-numbered exits, that changeover was a PITA) and US 50 in California.  US 395 in California has one interchange with an exit number, which is used as the waypoint label. California's other three US highways (6, 97, 199) have no numbered exits.

And I recently converted US-22 in WV to use exit numbers as well.
