As far as I can tell, both routes were posted sometime between Sept '15 and Jan '16 per StreetView (view 2nd link).  I'm guessing the routes were posted to prevent truck traffic from going Downtown, and to bypass it instead.

This is the route I'm guessing both take based on the limited 'recent' StreetView there is.

I checked these out several years ago when I first saw the signs, and they don't qualify. They're only posted on US23, and only occasionally because the signs keep disappearing. No signage exists between there and either 95 or 309. There's only a "To US23" sign at the intersection of Marion-Williamsport Rd and each of them.
