VA: US 211 ParLn Point

Parkway Lane (ParLn-unsurprisingly a private road) seems to be all the way over here. 

It looks like a shaping point is needed here either way, but SR 667 is not far away when it comes to putting a regular point in this area.

I had originally put this in the WPT editor out of concern that US 211 may have been out of tolerance in this area.
