1.  A point should be added at SR 704 for Kiptopeke State Park. 
2.  NieRd looks to be better served at SR 709 (Horntown Rd).

I'm presuming NieRd was added because of the past policy preference for making shaping points active if possible.  Given that SR 709 is just as much of a "nothing road", I'd leave NieRd as-is.

Agree with adding SR 704.

NieRd is technically an error anyway as the road name is Nelson Rd.

SR 704 point added; other point moved to SR 709 EAST which is signed for Horntown...
