VA: VA 259 Minor Point Errors

1.  SR865 should be SR820.
2.  SR610 should be SR612.
3.  The VA 42 points should be S and N instead of W and E on both VA 259 and VA 259 ALT (Broadway).  (Note that the VA 259 points should be W and E on VA 42 and VA 259 Alt (Broadway).  Also VA259Alt on VA 42 should be VA259Alt_E.
