zwer+zwep: Zimbabwe Regional + Primary Roads

I did not see a single sign with A roads on it. Even the very old concrete distance signs have R or P routes shown on them. The little new, reflective signage that I saw showed R & P roads as well.

There are DUPLICATE LABEL error. The wps cannot be used right now:

Umf --> Ton? I don't know what Umf stands for but GM suggests Tongogara there
