ESP-PV: AP8 spur south of Bilbao

From this sign at the toll and this km post, it seems to be a branch of AP8 (and E70?). New points are required on AP8 (ToAP68?) and AP68 (AP8_W?).

Those signs are going away from the mainline of AP8, so as well as adding the points, I've added it as a branch of AP8.
