DE: US 9 TRUCK (Georgetown) Realignment

The US 9 TRUCK Route realignment in Georgetown apparently opened in September, and I just now found out about it.

I think I am going to field check this on December 15th.  I believe I need to clarify signage (most specifically for DE 404 TRUCK because I have debated on whether that should even be in the HB) before implementing this.

September 2023 streetview shows some construction at a state where there's no way it's done yet. But that's the realignment of Park Ave to make room for the runway 4/22 extension at GED. Realignment off of South Bedford and onto Arrow Safety logically goes along with this but also needn't necessarily wait since Arrow Safety already exists.

Personally I'd do nothing yet and just make the whole change at once when the realignment of Park opens, since from a full-project perspective this is clearly still a work in progress.

I agree on a no-build for now since I relooked at the Project Website and see that the Park Ave Realignment is part of this.

I may forego the field check then because I was not really into forcing myself onto the Eastern Shore just for that.
