VA: VA-28/267 graph connection?

Should we have a graph connection between the two highways?

Going WB on VA-267, exit 9B would fulfill the requirements to have a graph connection IMO.

VA-28:
We could probably get away moving the 'VA267' point in VA-28's file down to the overpass area to allow for a graph connection between the two routes.
Also, 'InnAve' could probably be recentered on it's interchange overpasses as well.

VA-267:
Would shift '9' closer to where the EB ramp cross over the mainline, and rename it as '9A'.
Would then place a '9B' at the VA-28 overpasses and sync it with VA-28's file.

This would probably be a good solution for how complex that interchange area is.

I think the 9A location settles that odd ramp from the Dulles Access Road to VA 267 WB so I am good with this solution.
