NOR: E39 motorway segment opened

i.e. E39 realigned onto new motorway segment but the numbering of the old route is unknown. Four travelers affected: bhemphill michih niels selectric

I moved E39 onto the new motorway bypass: https://github.com/TravelMapping/HighwayData/pull/8598
I didn't find a new numbering for the old route. Thus, it's no longer in HB.
