NC: I-85 BL (Lexington) and I-85 BL (Greensboro) Removals

I thought we had a thread on this, but I could not find a specific one.

I did not see these routes signed from either I-73/US 421 (Greensboro) or I-74 (Lexington) yesterday.  After seeing few signs on previous trips in the area and a brief look at GSV along I-40, I think we can safely remove these routes now.

Sadly, US 311 is still signed on I-74 (and I-73) east of I-85.
