We have the entire freeway as A13Fer, but it's only part of A13 west of SS16. East of there, signs are for RA8. https://www.stradeanas.it/it/le-strade/anas-regione confirms the changeover.

OK, I can put RA4 and RA8 into itaa. I hadn't seen those shields.

RA4 is already in itaa (as are the other RAs except RA16). RA16 is perhaps in eursf because it's regionally maintained.
