New interchange with future ID-16 looks like it's very close to a partial opening connecting up to Franklin Road.  This is between current exits 38 & 42.

This small segment up to Franklin Road will be signed immediately as ID-16, per the offramp signage that's already posted.  So, a temporary small separate ID-16 file will also be needed when this interchange soft opens.

Probably will be Exit 40 as well.
