Why?

I don't know, that's why I've asked :)
A roads are tier 4 and B roads are tier 5 because of the classification.
I think gbrtr is not classified at all but according to the road standard, gbrtr could be tier 4 or tier 5. So, why is gbrtr tier 5 instead of tier 4?

possible work-around for Germany that doesn't involve breaking pre-existing routes: different systems for each one, and where clashes exist, something to distinguish (state letters?) each one - eg deu.bwl001. You might want to make use of the abbreviations field.

Does "different systems for each one" mean, I should create 16 tier 5 systems for the only region = country? Why w/o "l", deube instead of deubel?
I don't get what "You might want to make use of the abbreviations field." means. Why is it needed if we have 16 systems...

You can't have two routes with the same list file entry of <region><route><banner><abbrev>, so two L1's, one in Saxony and one in Bremen, would need distinguishing from each other, even if they are different systems.

If I got you right... 1 or 16 systems in 1 region distinguished in list files like:

DEU L1st L2 L3 --> German L1 in Sachsen-Anhalt traveled b/n L2 wp and L3 wp.
DEU L2st L1 L3 --> German L2 in Sachsen-Anhalt traveled b/n L1 wp and L3 wp.
DEU L1ni L2 L3 --> German L1 in Niedersachsen traveled b/n L2 wp and L3 wp.
DEU L1sh L2 L3 --> German L1 in Schleswig-Holstein traveled b/n L2 wp and L3 wp.
...

I think 16 systems are better first but could be merged once they are completed.

They are first class autonomical roads, that means that are freeways or roads like the ones in the National Road network [N-xxx] but managed by the government of the different autonomical communities.

I think the latter comment "range from freeways to tracks" is from Si and I absolutely agree that it's not manageable. I think we could add a frasd system one day - France Select Routes Départementales - similar to the existing cansph system (Canada Select Provincial Highways).

frasd should minimum contain the expressway(-like) routes or we could go with OSM categories primary / secondary highway. The latter means, "orange" routes and maybe "yellow" routes but not white ones.

The issue with not unique numbering (only within each of 99 departments) could be managed like the currently in use workaround for deul (use department code as banner).

It's the same way like for every other route. Open the highway browser and copy what's displayed for "LIST name".

What's the correct system prefix, gbn or gbr? The country code is GBR but the system names are gbnm, gbnam, gbna and gbnb. Only gbrtr is using gbr and the system name is UK instead of Great Britain!?

Yes, the gbnm, gbnam, gbna and gbnb systems are Great Britain specific, rather than UK-wide, with Northern Irish specific separate systems nirm, niram, nira, nirb due to the separate numbering system. If we have a gbrb system, it would have to include the Northern Irish roads in that, which is just silly as they are clearly a separate system with it's own numbering system (though what precisely that system is is a mystery as it seems pretty random).
