Filtered updates lists

I decided that limiting the number of updates displayed was a quick and easy enhancement to tackle this morning.  I originally thought date ranges, but this was easier and I think it's already a nice improvement.

If I don't hear any major negative feedback soon, I'll get this into GitHub and onto the production site.

Thanks.  I'm thinking 10 as the default number of entries to list for system updates, 20 or 25 as the default for highway data updates.

I think 10 for systems and 20 for hwy data should be default.

There seems to be a typo in updates.csv though: 2105-12-06 (USA) Ohio ;)

OK, good.  I'll make this go live tonight.

As part of this, I'm also going to sort the actual updates.csv file by region so each of us can safely put in our own updates entries and commit them without much risk of introducing conflicts.  Each person would be putting entries in different parts of the file, meaning git could handle the merging.

Live now with the defaults of 10 for system updates, 20 for highway data updates.  Thoughts on whether we still need the "quick links" at the top of the page anymore?

I'd like to hide system (or hwy data) entries. E.g. "Show 0 Entries"?
Doesn't make much sense but I think it would be consequent.

However, good job so far :)
