NY: I-86Bin vs. I-86FutBin / usai vs. usaif

Bleah. Bloody Future Interstates.
Some discussion on AARoads is making me wonder whether we need to move a little more mileage off of I-86FutBin and onto I-86Bin proper.

Other than signage, what else is there to the threshold for making the distinction between a Future Interstate and a full-fledged Interstate? FHWA recognition? AASHTO?
I *could* look thru the (TM and old CHM) forums to see what's been said about this, but can't be arsed right now; I'm hoping someone has some useful info more handy in their memory banks. I know some of you have dealt with this more than I have...

I think in the past FHWA recognition has been used.
