done Friuli (including the SS roads covered by them rather than ANAS).
I guess you mean routes that are maintained by Friuli but signed as SS. I guess that you've included them to itass system now? Can you name one or two examples?
the SS52 in Friuli - for some reason ANAS only want a tunnel (and then that's something like NSAxxx but ANAS can't even be bothered to sign that they maintain it) despite owning it. Also the bulk of SS13 and SS14, and the SS676 and SS677 are regional.
Background: if memory serves, we agreed years ago that we only want to include routes that are actually maintained by ANAS
mostly to reduce the sign hunting along former SS to see how the regions sign what was dumped on them by ANAS. But ANAS took most of those routes back, and as NE2 found a nice list of the other ones in this region, I don't see why I wouldn't include them. The system is Italy Strade Statali, not Italy ANAS maintained roads!
I've also gone through and checked all those gaps where a city is in charge of maintenance, and mostly there's a sign saying that the road ends, and no reference to the road's number. However, I've plugged a few gaps where there's either zero evidence of the road ending and then restarting up a bit later, or where it's actively signed as SSxx by the city.
@panda80 told me that there are ANAS-maintained SP routes in Emilia-Romagna. How would you deal with them?
Leave them for the relevant SP system...
