Neither label is currently in use.

A small realignment, within the footprint (which has grown southwards a bit) of the interchange itself. Compare Google, Mapnik, and Satellite. IMO no *OldI-49 points are justified here. With I-49 now having a clear centerline though, it may be worthwhile if you so choose to move the 67B point, Along with US62 & US71 (which will also require relabelings) and US71SprFay. On that note...

US71SprFay!
There is nothing marking US71SprFay as a US Spur route. It's shown on AHTD's city and county maps as a business route, and inventoried as a business route in the shapefiles: SECTN = 17B.
That Section number is not unique to the Fulbright Expy. FWIW, US71BusFay itself has SECTN = 17B from US71Spr to the Washington/Benton county line, between HunAve and AR264_E. (SECTN numbers don't necessarily mean that much; remember how AR9S in Izard County had the same SECTN number on all three legs...)

Is it signed for US71Bus? The east end only has shields TO what's at the other end. I didn't see any reassurance markers on the route itself. The west end has pretty clear 71B signage, as shown on David Backlin's photos and historic GMSV. However, one could argue that this is a case of a missing TO, signage for a glorified ramp...  At the NorBlvd interchange in the middle, "Fulbright Expy" is signed, text-only on a LGS, on all 3 approaches to the southern roundabout. On the north side, there's just a TO (49) approaching on Shiloh Dr westbound. Eastbound, there's this. The TO above the (49) can obviously be said to apply to the {71} as well. Don't quite know what to make of the {71B} though... :(

Should Fulbright Expy be added to usasf instead, with US71SprFay as an AltRouteName?

The original issue was solved. Is the "small realignment" thing still open or relevant?

I'm comfortable leaving the US 71 Spur/Business/whatever alone for now. There are some other spurious spur routes in the usausb set so this isn't entirely without precedent.

This is already marked solved, but just noting...
#4701 updates the I-49 exit labels on US62 & US71.
Fulbright Expy will eventually become part of US71BusFay (which at that point should probably be renamed US71BusSpr).
