DE: US 301 toll road and related changes

I'm adding the MD/DE to *OldUS301 segment to my list.

This would probably be overkill, but to credit people who don't update their lists with that tiny segment, would it be safe to add all of the (in use) old US301 labels as alt labels for *OldUS301?

I thought it was overkill.  However, I searched through the list files and found that the only labels on the old route that would apply to this were DE15/299 and US40.  They have been added as alternate labels for *OldUS301.

Later this week, I am thinking about looking individually at list files to find out who may need to add entries for DE 15, DE 299, DE 71, and DE 896.  Hopefully that would be very few.

FYI, below is a list of everyone who is currently missing sections of the old US 301 due to not having the applicable sections of DE 15, DE 299, DE 71, and DE 896 in their list files. This list is organized by the missing routes.

DE 71: dgolub (1), jerseyman4, chaddean (1)
DE 15 and DE 299: epzik8, wphiii (3)
DE 71 and DE 896: jpinyan (2), capn (2)
DE 15, DE 299, and DE 71: drfrankenstein, clark1mt, 1995hoo (3), jonfmorse

Notes:
(1)dgolub and chaddean have DE 71 in their list files, but the part that was concurrent with the old US 301 south of DE 896 was not included.
(2)jpinyan, capn, mefailenglish, and dharwood have DE 896 in their list files, but the part concurrent with the old US 301 was not included.
(3)1995hoo and wphiii have DE 299 in their list files, but the part concurrent with the old US 301 was not included.  The west end of the entries are at DE15_N (using US301/15 as an alternate label).
