PA: I-476 exits 18-20

Seems we need to do some fixing here.  We happen to have some exit numbers that are one off in this area.

18A -> 19
19 -> 20 (or 20A, see below)
20 -> I-276 (can't seem to find any 'posted' signage there)

This leads to some big problems.  With '20' currently being for the I-276 interchange (& in use), we can't simply move it to it's 'correct' location.  So, if we can find some good enough proof for '20' being @ I-276, I'd say keep it as 20, and correct '19' to '20A' to avoid breaking list files.  Otherwise we could renumber current '20' to 'I-276', and still do the '19' tweak to '20A' I just mentioned.

Current 18A & 19 aren't in use right now, so 'correcting' them shouldn't cause any problems.

Currently, SB "exit 20" is actually for I-476 itself.

That's new, as I didn't see it in StreetView.

But what we currently have as '19' is indeed posted as 20 going NB.

So, with that image, I'd now recommend the following:
18A -> 19
19 -> 20A
20 -> leave as is

Yeah, I'll make this change in a few.  Will leave the I-276 thread alone for now, maybe till when the I-95 reroute is official, so both can be dealt with @ the same time.

And oh fugly, '19' is now in use (or I missed it originally). :/  So, guess I need to add an update log as well. lol.

Ok, seems only 3 people are using the '19' label:
johninkingwood
master_son (ssoworld)
osu_lsu

And 2 of those update via email. :/  So, guess I will have to for sure issue a message in the update log for this change.
