KY: I-165

I-165 needs to be added to the browser.
The Natcher Parkway is being resigned to I-165 north of I-65 and KY 9007 south of I-65. The press release indicates that there will be new exit numbers.

Since Natcher Pkwy exit numbers 1 and 7 are being reused (for different exits) I am not planning on keeping ky.wilnatpkwy as an alt name for either I-165 or KY 9007. Both point labels are in use (6 users total).

1 is now 0 on KY 9007.
2 is still 2 on KY 9007, but it's now 1 on I-165.
7 is now 5 on I-165.
9 is now 7 on I-165.

Edit: only 3 people used the label 1, and all had another point north of I-65, so I can put their second labels in as alt labels for 2 in the KY 9007 file. But they will need to revise their list files to claim mileage on I-165.

Noticed one error on US-231.

The current 'I-165' point shouldn't have been renamed to that.  Should have been renamed to KY9007.

They’re retiring that exact name, but I-165 is being rededicated as the William Natcher Expressway.
