VA: north end of VA 172 incorrect?

According to traffic data it ends at Poquoson Avenue, south of the end we have. The rest of Yorktown Road to Hunts Neck Road is SR 7043. On the other hand, one sign does point SR 172 north from Poquoson Avenue, and there's reassurance.

Also http://www.virginiadot.org/info/resources/Traffic_2017/AADT_114_Hampton_2017.pdf doesn't list the piece west of SR 134, but that is signed too, and it doesn't list it as any route.

The north end at Yorktown Road is per CTB minutes.  What's in the Highway Browser is correct.

If we went by CTB minutes we wouldn't have a lot of recent changes.

This is the truth although removals still appear in CTB.  Have to recognize that it is still posted in the field and go off of that.
