I have taken your suggestions and submitted new files, with the following comments.
US 20: move IL35 west to the underpass
This point is located central to the turn lanes on 20.
US 20: +X04 -> LogRd
Just because a gravel road makes a good shaping point does not mean it needs to be active.
US 51: IL3/37 -> IL37
IL3 ends here, and despite the duplex, I think the point name can remain.
US 51: OldUS51A/B/C
In each case, the name of the road is Old US Highway 51. In A's case, I have no idea where you got that name. In B's case, it comes close to but does not touch and I think this designation is more useful.
US 51: CR1 -> CobRd
I don't know where you got this name. If it must be renamed it should be BellHillRd.
US 51: WasSt_DuQ -> WasSt_N
There are two Washington Street intersections on US 51, hence this name.
US 51: Old51Rd -> OldRte51
The name of the road is, in fact, Old Highway 51, so I should change it to OldUS51_D.
US 51: CR2000->CR13
Already have a CR13, but I can add county suffixes to both.
US 51: move SMainSt_Mow northeast and NMainSt_Mow south
These points were put where they were for accuracy in travel in the pre-bypass alignment. I will relocate those named points, but the locations the points previously were will be renamed 2700N and HilRd.
US 51: WatSt_S -> BusRte51_S (that's the street name) and move northeast to the overpass
US 51: WatSt -> BusRte51_N
The southern point is centered in the interchange. As for the names, I think it would make more sense to revert to US51BusDec_S despite its official decommissioning, and use BusRte51 as the name for the double back on the freeway.
17: CR9_N -> CR9, CR9_S -> CR30 and move north
This is designed to "square off" the intersection and best accommodate either direction of travel. Will not rename CR9_N as the other CR9 point (which I will also not rename) is in use.
17: US45/52_* -> US45_*? since 52 is east-west
I'm taking 45 as the dominant route, therefore N/S points.
17/1: CR2/33 -> CR2 and move west or CR33 and move north
This way the point serves both roads, "squares off" the intersection, and accommodates either direction of travel.
17/1: +X17 -> CR9 and move southeast
This point is designed to "square off" the intersection for greater overall accuracy.
92: I-74 doesn't have access; replace with 23rdSt
I'm not fiddling with this until the I-74 bridge project is completed.
57: move US24 north half a block and west half a block
This required changing three files (US 24, IL 57, IL 104).
3/146: CavRd -> RefRd
Caveness Road goes to the west. I don't see a problem here.
3: LibSt -> EvaRd
GMSV and OSM both say this is Liberty Street.
3/111: ToUS67 -> AltSquDr
In my opinion, this name is more useful so as to assist anyone who is looking for the US 67 intersection that doesn't exist.
100: LasSt -> ElsRd
A better name would be MillSt. (Maybe a hair of MisSt, but it's mainly Mill after that.)
100: RivDr -> 3930E
OSM says this is Riverview Drive, just as I have it.
100: NapLn -> NapRd
Google OSM, AND the official county map say this is Naples Lane, and it really should be CR3.
100: OldUS67 -> SBI3
This is, believe it or not, a designation from 1918 that somehow has made it to Google Maps. The full name is State Bond Issue 3 (not "South BI 3"), which was the number given to a north-south state highway that partially became US 67 later. If I were to rename it at all, it would be MarSt.
100/US 24: add DutHenRd
http://www.openstreetmap.org/?lat=40.377021&lon=-90.172305 and AveL
http://www.openstreetmap.org/?lat=40.385978&lon=-90.155160 to stay within tolerance
These are not prominent enough for visible points.
150: CouFarmRd -> MurRd
Google, OSM, and the county PDF map say this is County Farm Road.
84: HubRd -> CRY
This is the name of the street.
