Waypoints at rest areas accessable from both freeway carriageways

Some French autoroutes have wps @ rest areas when it is accessable from both carriageways. E.g.: http://travelmapping.net/hb/?r=fraara.a089&lat=45.864491&lon=4.598503&zoom=17

I think there are more cases like this, not just in France. Is there a common agreement that this kind of wps should must be added? To be considered as GSJ?

I just realized that the manual does not mention GSJs but "Highways intersecting at an interchange." only. Is it an unwritten rule?

I added the 'GadCoRA' one on I-10 in Florida because you are able to U-Turn at it without any issue.

I think that makes sense; I saw this when I was in Italy which is another example.

For some other examples, there's also a rest area kinda like that on I-90 in South Dakota near Chamberlain that I've often U-turned at since it's a tourist attraction in its own right, and at you could theoretically U-turn in at least some of the service areas on the Kansas Turnpike (don't know why anyone would but it's possible).

Delaware House Travel Plaza on I-95 between exits 1 and 3. I've actually U-turned here once, as I'd only gotten on I-95 to go to the travel plaza and pick up a state map (it's one of the few places that have official DelDOT maps), then turned back.

Several service and rest areas on the Garden State Parkway in NJ:

There's a rest area in the median of I-8 in California just west of Exit 156 where one could also easily U-turn.
