A least one person has said they were going to peer review this system - I'm still waiting on that for activation.
At least one person was me. That was before a bunch of new obligations got dumped on me, and so I haven't been able to do anything substantial with it yet (and why some of the issues you identified with usaky* are yet to be addressed). If anyone else wants to take over the peer review, please do. I can't until I finish the usaky* edits, and accomplish a few RL things, which I'm guessing will be October at the earliest.

Since we're on the review of this:

WY 113: should end at Lakeview Drive, not Park Drive. WindCreRd is pentagoned as CR 201, so not sure what that entails.

While I'm on it, here's the rest of Crook County.
WY 110: good
WY 111: "OldUS14" is at Old Highway 14, so that's close enough to be fine. RedRd is signed as CR 115.
WY 112: "LitMisRd" is CR 200, "GovCanRd" is CR 269, "DeerCreRd" is CR 23, "StrHillRd" is CR 220 and is also at the intersection with unimproved CR 5, "HolRd" is CR 95, and the rest is good.
For the Crook County part of WY 116: "DouRd" is CR 24 and the point needs to be shifted a bit to the southeast, "LivRd" is not a road at all, "BanRd" is CR 49, and not sure if the "I-90BL" point should be I-90BL/14 or something like that since US 14 s on the business loop.
For the Crook County part of WY 585: "KloRd" is CR 61 but it might work better to move that point north to CR 198 since that actually goes somewhere (Inyan Kara Mt. access), "ColdSprRd" is CR 21 but on further review that's not even signed as Cold Springs Road, "BanRd" is CR 49, "ClaRd" is CR 247, "BlaButRd" is an unimproved county road that's not signed as anything so maybe move that point to Fuller Road (CR 256) (a bit north)?, I-90 is good, and same question as the end of WY 116.

Forgot WY 24:
"TowRd" is CR 255, WY 110 is good, "ShawRd" is CR 203 but since that doesn't go anywhere maybe move it to Lytle Creek Rd (CR 196)?, "HulRd" is actually Barlow Canyon Road (CR 6), "CR51" is actually NOT pentagoned but signed as Forks Rd, "SimCutRd" is CR 262, "MonaRd" is CR 222, "UppBeaCre" is actually Warren Peak Rd (Forest Service 838), "BearLodRd" is a campground access and not on the current highway, "OakCreRd" is CR 81, and "HayCreRd" is CR 264.

There's also a shaping point that isn't on the highway near the current "BearLodRd" point.

WY 10-13:
WY 10: Point names good, with the exception of "LarRidRd"; the Albany County GIS has the name of that road as Laramie River Overlook Road. The shaping point X01 is slightly to the west of the actual highway. Also, the WY 230/WY 10 junction point is slightly to the west of the actual location.
WY 11: Point names look good; while Dinwiddie Road and Fox Creek Road are designated CR 416 and CR 47 respectively I don't think they're actually signed. I can't verify "FreCreRd_W", but I can verify that it's designated Forest Service 500. For point locations, "FreCreRd_W" is well off the end to the southwest; the end of the highway should be updated in OSM. Also, the WY 130/WY 11 junction point is slightly to the west of the actual location.
WY 12: Point names look fine; "SprLn" is CR 54 but it doesn't appear to be signed. For locations, "CR57" is slightly to the northeast of the actual junction, "I-80" is slightly to the west, and "SprLn" actually intersects WY 12 in two places and the point is at neither of them (slightly to the south of the eastern junction).
WY 13: The "McFad" point is registered as CR 1 on the Carbon County GIS, and the name there is given as Medicine Bow-McFadden Road; however GMSV indicates that the road is not pentagoned and signed as Haysinger Road or something like that (it's a bit blurry). "AveC" is not a through road (old alignment that was abandoned). "OldWY13_E" is a good bit north of the actual junction, "X01" is to the north of the actual highway, and "McFad" is a bit south of the point location.

WY 22: "OldPassRd" is actually Trail Creek Road, and "WestRidRd" is designated as Mallard Road. Point locations are all good (the X01 shaping point could be shifted north slightly, but that's very minor). However, I would say points should be added at S Fall Creek Road (43.498094, -110.8763108) and Spring Gulch Road (43.4790422, -110.792768), since those roads actually go somewhere and aren't development/private roads like WalRanRd and WestRidRd.

We interrupt the sequential review to bring forward the curious case of WY 370.
First, a bit of background: Wyoming maintains a set of routes as Service Roads (marked in logs as 80SR, 90SR, 25SR, etc.). These are unsigned and can be gravel.
Now, when I started pulling stuff up for WY 28, I pulled up the Sweetwater County GIS (here). This does us the confusing service of marking the service roads as actual highways (It also marks the part of US 30 west of Exit 75 as US 30N... boy is that out of date). Before I zoomed in to WY 28, I noticed WY 370 seemed to have two branches. So I did some digging and found out the part of WY 370 that goes to the airport is actually 370SR, while 370 proper goes down Middle Baxter Road to WY 430. There is no signage as such that I could find, but the logs indicate this change occurred in 2011, and GMSV is only from 2009. Additionally, the corcohighways page only had one sign right at I-80, but I don't know how old those pics are either. To make all of this even more confusing, the airport's address is given as 382 WY 370.

Thoughts?

WY 28:
The first four named points coming from the south ("LowFarCut" (this one is way off to the west of the road), "CR8", "BlueRimRd", and "CR4") are all apparently intersections with Lower Farson Cutoff Road. "BarXRd" is slightly southwest of the actual junction. "CR4115" is not a road, but the road marked as Squaw Rd on Google Maps is BLM Road 4106. Shaping point X04 is south of the road. "LanPinSta" is not a road. "PineCreTra" is a private road with a gate. "DicAve_W" and "DicAve_E" are the junctions with WY 28SR, which is probably an old alignment of 28, and there's no signage I can see, so maybe OldWY28_W and _E?
Also, should "SouPassCity_S" and "SouPassCityRd" be SouPassCityRd_S and _N?

WY 30:
I would recommend adding a point in the center of Burlington (PopAve or something like that). Now, Bighorn County pentagons its roads as "CR R8" or "CR L41" so all the CR point names need to be fixed to that. As far as locations, "CR8" is too far south, "CR13" and "CR15" are both slightly northwest of the actual junctions, "CL41" is too far to the west, "GreRivRd" is slightly to the southwest, and "US16/20_E" is way too far to the west.

WY 31: Same as WY 30 with the county roads (we're still in Bighorn County).
"HarDit" should be CR L49-1/2 and is slightly off the actual intersection. "CL50" is located too far to the north. "CR40" is too far to the west. "CR41-1/2" and "CR43-1/2" are too far north. "AlkRd" is too far to the east. Now, since no one's traveled this (I think), the endpoint can be extended to the actual end on the south side of Hyattsville (the road continues as CR R49).

WY 32:
"LitDryCre" should be LitDryCreRd and is slightly to the northeast. "Ln24" should be CR-L24 and is a little to the south. "WY295" is slightly to the east. "Rd1" is actually Penrose Lane and is slightly to the east. "Rd2" should be CR-R2 and is slightly to the south. "KingMarRd" is a short dead end, so I would recommend moving that point to CR-R5 (to the west at the end of the straight section) since that road goes to Byron. "WY33" is slightly to the east. "CR10" should be CR-R10.
WY 33:
As said before, the "WY32" point is slightly off. "End" should be CR-R9-1/2_S.

WY 34: Platte County makes you pay for their GIS grumble grumble.
"SybRd_E and _W" should be CR 12 (that's signed). Shaping point X03 is WAY off the road (looks like there was an old alignment close). "SmaRd" is off the road to the east. Everything else looks good.

WY 37:
"CL9-1/2" should be CR-L9-1/2 and is slightly to the east. "CL8-1/2" should be CR-L8-1/2 and is at the wrong intersection; the actual intersection is slightly to the north. "BigCanNRA" is off the road to the northeast; the end of the road is where the pavement changes on the satellite.
