naca: Rutas Centroamericanas

Given that cism and cisa exist for Central Asia, we don't need to use naca for a system that's not in the entirety of North America. Would caca or camca be better?

Spanish. We use the native for other system names when we know it.

El Salvador signage is not so good, but I found a CA-1 shield (which points the wrong way?) and a CA-12 shield.

gtm.ca009sur and gtm.ca009nor are not connected and should have separate naca_con.csn entries. They should also be named after a city they pass through, rather than a simple "Sur" & "Norte".
CA13 & CA13A are separate designated routes and should not be connected.

Disagree. Sur and Norte are how they are referred to behind the scenes, and this even spills over onto some signs.

Disagree. Sur and Norte are how they are referred to behind the scenes, and this even spills over onto some signs.
