NC: NC 49 Minor Point Errors

1.   A point should be added at Wilkins Rd (WilRd) due to the connection to US 70 and I-40/I-85.
2.   WilLakeRd should probably be moved to Whitfield Rogers Rd (WhiRogRd).
3.   On US 158, NC49 should be NC49_S.
4.   NC57 should be NC57_N. (also affects US 158)
5.   HigChRd should be HVChRd or HVChuRd.
