After the rebuild of I-94, WI-241's south end is, well, shall I say "ambiguous".
Google Maps shows it following the west frontage road from 7-mile road to where it got cut off by the rebuild (the architecture of the road switches from 4-lane to 2 lane rather quick at the bridge crossing the Roof River.
Drove it today in both directions and checked out Elm Road and 7-mile Road's interchanges
BGSs for both interchanges say "TO WI-241" Trailblazers on 7-mile WB and the ramps have "TO 241" lining them. There is a reassurance at the south end of the frontage road without a TO banner. That is the ONLY sign in Racine County. The next NB sign is on the original alignment and in Milwaukee County. There are no reassurance markers south of that point going southbound - not even one indicating an end.
My suggestion is to truncate the route in TM to the 7-Mile/Frontage Road intersection (Not extending it to the I-94 Interchange) based on the fact that the first marker without a TO banner is here (NB).
