Improvements to clinched.php

Changes so far are on tmstage:

- some shields are improved
- all routes include banner and groupName where they exist to make it more clear what route the shield represents

I've also got temporary asiah and asiahr plain rectangles to at least be able to address the confusing shields that triggered this whole push today in the first place.

Although, you may want to take a look at the 4 digit roads in Kentucky.  The signs are not stretching for the 3 digit or 4 digit road numbers.

Try now on the main server. I just cleared out the cache so you won't get the old, broken ones.  Looking good on the usaky routes on my own clinched page, anyway.

The only signs I have that aren't stretching (all the way) are the plain white rectangles used for:

New Zealand Motorways
SADC Regional Trunk Roads
UNESCAP / ASEAN Asian Highways
New Zealand State Highways
Europe Select Tourist and Scenic Routes

(At least for my data.)
