WI: I-41/I-43/I-94/I-894 Interchange

It looks like 316 and 317 could arguably be switched.  I am unsure if we should actually do it though because it will break list files.

Note that some recentering along the I-41/I-894 concurrency may be useful as well.

I would rather keep the exit numbers in order.

The point drift in this area is enough that I will go through the I-894 file, and hope that whichever ones I adjust I get all the related routes. (So of course it's Wisconsin's thickest thicket of multiplexes.)

I am intentionally breaking the shared point of I-894 Exit 5A and WI 24 because it's a spread-out interchange. I'm going to align 24's point to its route and add a point for the 76th Street exit nearby.

Note that US 41 and US 45 need to be mostly resynced to I-41 and I-894.  However, I'll let our exit numbers discussion continue before going too crazy on this.

I don't know what set of changes created the broken concurrences, just that I've lost some mileage on the I-894 overlap previously credited to I-41, and also parts of I-894. I don't have I-41 or I-894 entries in my list file (relying on concurrences with other routes), but could add them to my next update.

I have NOT sent in any changes to Wisconsin highways yet, including resetting all points on I-894. I don't know what might have broken your routes. I will make an extra effort to make sure that the overlaps on I-894 match points.

Not sure if this is related, but sometime in late April/early May the total mileage in Wisconsin jumped from 11,728ish to 11,740.  My travelled mileage increased by the same 12 miles.  I'm pretty sure it happened before May 5, when I went to enter some recent Wisconsin travels.  Maybe due to a broken concurrency?

In addition, Iowa's total mileage, and my total there, both mysteriously increased by 13 miles this past week.

It looks like I have to correct myself. On April 25, I DID send in a reset for I-894, but also included I-41 and I-43 in that, and all the WI state routes that intersect 894. Maybe the problem route is US 45?

If it's NOT US 45, then I see no path other than to throw in every route I've been working on over the past six weeks.

Airport Fwy concurrencies are all broken.
I-43 & US45 are broken on the Rock Fwy.
Zoo Fwy concurrencies are broken S of Exit 39.

Let's get Highway63's approval before merging this in.
This bring's WI's total mileage back down to 11726.63, compared to 11726.52 before the 2021-04-25@22:24:56 update.

When I could resync fewer points to match more existing colocated points, I did that.
For ties, went with whatever point coords looked more accurate.
Some coords may still be off, like exit 1E or 5A.
One waypoint I did relabel was ToI-41 -> I-41 on US18.
I-41(39)/US41/US45 were moved to match. If you want to add a closed point back in for the old Wisconsin Ave exit, I'll leave that up to you.
