According to the official city map it ends at I-155 - the mainline part of I-155, even, not where the northbound ramps meet.

Also, there is no signage on Detroit with "98 ->" although there is "155->".

Maybe I'll consider making a slight detour to field check this while clinching I-74 on my way back from the Quad Cities Meet.  Otherwise, this sounds like a missing "TO" scenario (for both I-155 and IL 98).

The end sign in between the two overpasses of I-155 from the same Aug 2019 GMSV make it look like some missing TO signs and a wrong arrow sign.

Yeah, my field check Sunday showed what bhemphill stated.  I am considering this one as a "no-build" scenario at this point.
