(alakt, alavt, finkt, finvt) Finnish (and Åland) national routes

finvt: Finnish Vt Roads (primary national roads)
finkt: Finnish Kt Roads (secondary national roads)
alavt: Åland Vt Roads (primary national roads)
alakt: Åland Kt Roads (secondary national roads)

These systems are almost ready for activation. Any comments?

The autonomous region of Åland has it's own numbering system (and ISO 3166-1 code). Kt10, Kt20 and Kt30 are unsigned
