kena+kenb: Kenya A Roads + B Roads

2 TM users have travels so far.
The systems seem to need overhaul before being ready for a peer-review according to the note on the overview list.

I don't have anything to add here, but will be (briefly) on the ground in June, travelling from Nairobi to Tanzania, so can see if there's anything from a signage perspective. GSVing doesn't show a ton.

kena and the international systems in Kenya should be updated today, along with a new kensf. kenb is not updated yet, and will take a little while (should I delete the routes now that have been renumbered as Class A roads?).

Due to the renumbering, all users will have to change their list files (I've done what I could with alternate names). The following need to be made due to new routes having the same numbers:

danieldix48:
*KEN B10 will unfortunately not be in the system once kenb is redone
*replace KEN EA1 23 C63_E with KEN EA1 JKIA SouByp_E (not strictly necessary) and KEN SouByp LanRd A2/A8 (due to moving EA1 to completely follow A8)

julmac:
*replace KEN A14 with KEN A7Uku
*replace KEN B1 with KEN A12

rmatley:
*replace KEN B6 A2_S D475 with KEN B24 A2 A9 (not yet mapped, so can keep B6 in for now) and KEN A9 C359 B24


The old files are still in the directory for now.

The pieces of kena in Uganda will need to be changed as well, once Uganda is fixed.

I uploaded the redone but incomplete kenb. Everything that had been mapped under the old numbering is still there but with new numbers (except the short B8A and B10). Again, Uganda is untouched.
