IA: US-151 issues

Just a few issues I've spotted with US-151.

Between "US6_E" & "IA220", US-151 goes well outside of tolerance.  There needs to be a shaping point or 2 in this area.

+X01 -> WilBlvd (unhide and make usable)

+X02 -> US-151 has been realigned here.  Area needs to be adjusted, and possible news entry about it.

259(30) -> 30

LinHwyLpMar_E -> MarCreRd (also effects IA-13)

94 -> US61_S (no exit number posted)

(below also affects US-61)
WhiSt -> should be centered over 4th Ave
KerBlvd -> should be centered over KerBlvd
16thSt -> should be centered where the WB offramp goes under US-61/151.

Not a realignment, just me squaring off the corner (or in this case, having the lines meet).

Well, the good news is US61_S is a hidden name.

I disagree with all of these but you already knew that. There IS something that is newsworthy here: There was a sign letting in July 2022 that adds exit numbers through Dubuque. Now that US 52 is gone, its mileage doesn’t dominate and US 61’s is in place. (Arguably they could’ve fudged the rules and done it before.) I had these coded in as hidden names for when the time came. I’ll go ahead and do those now.
Grandview Avenue is 187, IA 946_S (To US 20) is 188, White is 189A, 9th/11th is 189B, Kerper is 190. No number was added to 16th, for some reason, at least not yet.

Yeah, then this is an error and needs to be corrected.  It should always be on the highway.  Let's turn this into a usable point instead on the intersection between Cemetery Road & US-151 instead.

Yep, but can't be helped due to the posted exit number being US-151's there & the 'old' label still being used in addition to the current one in the file.  Some labels have 5+ hidden labels on them due to route shortenings.  So, this one having 2 hidden labels after the exit number correction isn't that big of a deal.

Well, with partial interchanges like these, they should always be centered on the crossroad they are for, not the gorepoint, especially when the ramps directly connect to the crossroad.  Only times the gorepoint should be used is something like a RIRO interchange where there's no crossroad.  Historical SC I-85 Exit 98 is a good example where it's fine to center on the gorepoint, as was just a single ramp to a side road. https://goo.gl/maps/qsbymne2ebDDd9w9A
