The one unresolved issue is how to deal with temporary routes. In effect, there are three levels of routes: national, departmental/regional, and local/rural. Sometimes a route in one network is reclassified temporarily (literally "de manera temporal") as a new route in another level for funding purposes. These show up on
official maps (here with blue shields and a blue highlight) and are often signed better than permanent routes (in Peru, signage usually means you find the number engraved in each km post).
