TN: I-40/TN-62 Exit 387

I think we can have a graph connection here between the two routes.

On I-40, we have a point on the overpass of TN-62 for Exit #387.  However, in TN-62's file, we have it @ Dale Avenue.  Since the on-ramp there directly connects to I-40, I think we can safely move it to the overpass in TN-62, and rename the point as well in the file.

On a side note, since TN-169 is there in that area, I think a point @ 21st Street is justified, since people would need to use that road to access I-40 WB in that area, or access SB US-129.
