GA: New route - GA8Con (Tucker)

It seems a new route was created last year, signed beginning sometime between May and October 2023, along Mountain Industrial Blvd in Tucker.

West end is at US29/GA8: Street View link

East end is at US78/GA410: Street View link

Even though it runs north/south, it is signed east/west.

Points for the relevant intersections already exist on US29/GA8 (both JimCarBlvd), GA236 (MouIndBlvd), GA410 (4), and US78 (GA410(4)).

So the west end is definitely east of the east end. What fun.

Changes made locally (new route file, modified point names on US29, GA8, GA236).

Going to mark this as solved when I get to the next batch of GA updates (mid-January), unless I see any other comments.
